School counselor license reciprocity is governed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreements. These agreements allow school counselors to use qualifying education and experience in one state for licensure in another, known as licensure by endorsement. Provisional or temporary licensure may be available for non-full licensure applicants.
Hawaii Teacher Standards Board (HTSB) honors reciprocity for jurisdictional approved preparation programs leading to licensure, licenses, and verifiable relevant experience in all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and the Commonwealth of the Northern Mariana Islands.
To apply for reciprocity licensure, applicants must possess a valid unrevoked provisional or equivalent teaching license from another state issued for the first time on or after July 1, 2006. To apply for licensure, applicants must create their profile and apply through the Department of Education website.
Applicants will need to provide official transcripts from all colleges/universities attended, proof of passing scores for the Professional School Counseling exam (ETS 5421), or proof of passing scores from an equivalent exam approved from the licensing state, and a copy of their current, valid license. As of February 2020, there is no application fee for the standard school counselor license.
