Certification Reciprocity Process for School Counselors

Minnesota does not offer full reciprocity for candidates seeking school counselor certification from other states. However, if you hold a degree from a regionally accredited institution and your coursework aligns with Minnesota’s school counseling program requirements, you may be eligible for a Tier 2 license. This license is valid for up to two (2) years and can be renewed three times.

The application process includes contacting the Minnesota PELSB, submitting application materials, and providing proof of a job offer from a Minnesota School District.

To apply as an out-of-state candidate, you’ll need to provide:

  • A completed Tier 2 application.
  • Official transcripts from all colleges/universities attended, including transfer credits leading to your degree.
  • A completed fingerprint card. To obtain one, you can call 651-539-4200 and select Option 1, or request it via email by providing your full name and mailing address to pelsb@state.mn.us, with “Fingerprint Card Request” in the subject line.
  • An application fee of $90.25, covering the license application and fingerprint card processing costs.
