Delaware School Counselor Certification Reciprocity Process
Delaware considers educators with a full and current license/certificate in another U.S. jurisdiction for licensure by reciprocity. Requirements for Initial and Continuing Licenses will be assessed, and comparable certification areas will be determined.
Educators holding a full and current license/certificate from any U.S. jurisdiction, including the District of Columbia, Guam, or Puerto Rico, can pursue a Delaware license/certificate through reciprocity, as governed by 14 Del.C. §1210 (d) and 14 Del.C. §1211 (c).
Continuing License by Reciprocity
Requirements
Hold a current and valid out-of-state license/certificate.
Delaware does not accept the following credentials for reciprocity:
- Certificates of Eligibility
- Intern Certificates
- Conditional Certification
- Substitute Teacher License
- Private School License
- Endorsements
If the out-of-state credential is valid beyond the expiration date, submit a letter from the issuing State Department of Education verifying its currency.
Possess a minimum of four years of successful teaching experience under the current and valid out-of-state license/certificate.
Initial License by Reciprocity
Requirements
Hold a current and valid out-of-state license/certificate.
Delaware does not accept certain credentials for reciprocity, including:

- Endorsements
If the out-of-state credential is valid beyond the expiration date, submit a letter from the issuing State Department of Education verifying its currency.
Have completed a minimum of one year of successful teaching experience under the current and valid out-of-state license/certificate.
Credential Not Accepted under Reciprocity
If the out-of-state credential is not accepted under reciprocity, educators must meet all the requirements for a new Delaware educator.
Application Process Steps
- Log in to your DEEDS account via the EdAccess login page.
- Apply for the appropriate License and Certificate(s) for your desired content area.
- Have a credit card ready for the $100 application fee, reimbursable upon employment.
- Submit official documentation, including transcripts, test scores, and experience verification.
- DDOE Staff will review your application and update the status within DEEDS.
- Monitor application progress through the DEEDS Educator Dashboard.
Out-of-State Documentation Requirements
- Official transcripts, current out-of-state license, Form E for teaching experience verification, and test scores if applicable.
- Documentation must be sent directly from relevant third parties to DEEDS.

- Send documents electronically to deeds@doe.k12.de.us or by mail to the Department.
