Certification Reciprocity Process for School Counselors

If you’re pursuing certification in Idaho and transitioning from another state or country, there are two primary avenues available to you.

The first avenue entails obtaining Out-of-State Certification, where you must either possess a valid certificate from an endorsed program or have completed an approved educator preparation program within the past two (2) years. The application process involves the submission of essential documents, such as transcripts and a background check, accompanied by a $75 fee.

Alternatively, the second option is securing an Interim Certificate for Foreign Educators. This necessitates the completion of a foreign educator preparation program, possession of a valid out-of-country credential, documentation of teaching experience, and a written evaluation of the foreign credential. Similar to the first option, the application must be submitted as a comprehensive packet, along with a $75 fee.

Out-of-State Certification

Certification Requirements:

  • Possession of a current, valid certificate based on the completion of an approved certification program recognized by the NASDTEC interstate agreement; OR
  • Completion of an educator preparation program approved by NCATE/TEAC/CAEP/AAQEP within the past two years.

Application Process:

  • Completion and endorsement of the Idaho Educator Certification Application.
  • Payment of a $75 application fee.
  • Submission of a comprehensive Background Investigation Check (BIC) packet, accompanied by a $28.25 processing fee.
  • Inclusion of a copy of the current, valid out-of-state school counseling license/certificate.
  • Submission of official transcripts from all attended colleges/universities.

Interim Certificate for Foreign Educators

Certification Requirements:

  • Completion of an educator preparation program in another country.
  • Possession of a current credential to teach in another country.

Application Process:

  • Completion and endorsement of the application for an Interim Certificate for Foreign Educators.
  • Payment of a $75 application fee.
  • Submission of a comprehensive Background Investigation Check (BIC) packet, along with the associated processing fee.
  • Inclusion of a copy of the current, valid out-of-country credential/certificate/license.
  • Provision of documentation regarding teaching experience.
  • Inclusion of a written evaluation of the foreign credential and transcripts.

In both instances, it is emphasized that all requisite documents must be compiled into a single packet for an application to be deemed complete. Additionally, note the associated fees in the application process, and specific background checks and documentation are mandated for each pathway.
